    The main focus of attention of this commission is local mobilization of resources for economic stability and sustainable development. It is achieved through formation and stabilisation of Self Help Groups and promotion of savings and micro finance.
Credit Union
  There are several credit unions spread over all 7 regions. Each unit has got variety of programmes under credit union. Deposit mobilisation campaign, awareness classes, Enterpreneurial Development Programme (EDP) trainings, loan beneficiaries meetings are some of them. The best depositors are awarded with trophies and cash awards. The finance mobilised through credit union is given to the needy for initiating income generation programmes, infrastructure development, education etc, under easy terms and conditions. In order to ensure the stability and smooth functioning and to maintain transparency NIDS has adopted several measures. There is an efficient, dynamic and trained internal auditing team which regularly assesses and reports the saving and credit activities.
Entrepreneurial Development Programme (EDP)
  EDP programmes are conducted in order to enhance the skills and capacities of the people and enable them to take appropriated income generation programmes. Major portion of the credit union fund is utilized for promoting EDP.
Self Help Groups
  Self Help Groups have been considered as grass root organisations formed by people to adderss common problems to facilitate sustainable development and empower the weaker and vulnerable sections of the society in a participatory manner based on principles of de-centralisation, grass root planning, local mobilization of resourses, mutual assistance etc. They have proved to be significant agents for bringing about changes in the lives of the members and make difference in the lives of those around them. They can also function as centers of participatory learning and as link and gap fillers among various government agencies and local bodies of administration.
  Besides providing timely financial assistance, a number of training programmes, awareness sessionsm, capacity building programmes, interface with local leaders etc have been implemented through the SHGs. All the activities of the six commissions of NIDS are rooted in SHGs.
